Getting the quoting to work when passing setting jvmflags seems a major pain. Take a look at the j9 thread to see how I managed to get jvmflags to work when it included multiple -D options, may help, but it was on XP as well. You can use -Dverbose=true on the outer jvm to see the command line for the spawned jvm, that might give clues.
Now if we used JUnit this wouldn't be an issue ... (I'll just keep repeating this ... :-)
