Configuring locale of Windows in Controlpanel seems to solve the test
problem.
Derbynetclientmats works. I will try derbyall again.

Actually, on Windows XP/Cygwin I changed language temporarily to US
English via the Properties->Region/language dialogue.
That made that particular test which failed, run cleanly for me.
