OK. I can change the bug to ENHANCEMENT, if that is more appropriate.
The documentation also says dblook dumps ALL database objects
in several places, including here.
May be it means just the list of objects mentioned here. :-)
In any case I think it would be nice to address this for 10.1 release,
if possible.

Maybe I'm being too particular here, but this doesn't strike me as a
"bug" so much as an enhancement request. The documentation for dblook
doesn't list functions as one of the generated DDL targets--see here:

Stored procedures are on the list, yes, but functions are not. And
according to the documentation, they're not the same. What this JIRA
entry is asking for is new functionality, as opposed to a fix for
broken functionality.
Okay, okay, it's a technicality. But still...
