The Papers tab at http://incubator.apache.org/derby/papers has a link to http://incubator.apache.org/derby/javadoc/engine/ on the left-hand nav menu -- and only there. That's an oversight. I'll also add the link to the body of the http://incubator.apache.org/derby/papers/index.html page.
