There was some discussion about this earlier. The end result of that
conversation was that attaching a patch to JIRA was the preferred
method because:
- you grant ASF the rights to use the code in the patch (or not).
- mail is sent to the list as soon as the patch is attached with the
corresponding comment, same as #2.
- the patch can be downloaded directly from JIRA, which prevents
accidental corruption and problems with mail attachments caused by
mail reading programs, an improvement to #3.
- if the issue is not yet in JIRA, and one is created to hold the
patch, tracking of issues is improved.
