In the second column of the report ("Service") look down to the second
line -- you should see a "JIRA" entry. Right now the status is green
with OK.

How? There's no mention of Jira, or its host issues.apache.org because
(I think) issues.apache.org is a virtual host that gets mapped to one of
the real hosts.
Is there another page that has status by logical function, e.g. svn,
jira, etc?
