Browser title for manuals in HTML format is a non-sense default value

The browser title for manuals in HTML format is not set to reflect the title of
the manual itself. All manuals in HTML book format has title "XSL FO Document",
while the HTML single manuals have title "Web Sample". Since the Derby
documentation is separated into several manuals, this makes it hard to navigate
when you have several/all manuals open in your browser.
