Re-arrange javadoc on the Derby site.

1) The published javadoc (ant target publishedapi) is part of the manuals,
thus should be included (linked to) in the list under 10.0 and 10.1 manuals.
2) The javadoc link on the home tab should be removed.
3) All the javadoc for the source code (the links from the link in 2) should
be in the papers section.
Currently only one is, the engine javadoc.
