I have checked in a third draft of the release notes:
http://svn.apache.org/viewvc/db/derby/code/trunk/RELEASE-NOTES.html?view=co
I expect to commit one more draft just before I create the release branch.

A detailed release note needs to be written for the following issue:
5578 Provide a way to invalidate stored prepared statements
I took the liberty of writing a release note for this issue, based on
the Reference Manual section for
SYSCS_UTIL.SYSCS_INVALIDATE_STORED_STATEMENTS.
I was also confused by the release notes for the following issues.
They seem practically identical. Do we need both of these release notes?
5996 Hard upgrade to Derby 10.10 will create readme files
named "README_DO_NOT_TOUCH_FILES.txt".
5232 Derby will create readme files in the database directories.
I see that this was discussed on DERBY-5996 and the "release note
needed" flag was turned off. The presence of a release note on that
issue caused the release notes generator to include the note anyway. I
deleted the release note from the issue. Now we only have a release note
for DERBY-5232.
