Perhaps you use "false" here to make sure the server doesn't go down within a
"reasonable" time after the previous operation, .i.e. just using "true" to
check if it is still up may not be sufficient since it could still go down due
to the shutdowns asynchronous nature after a while (if something doesnt work
the way we expect it to). Even so, I think waiting for 4 minutes here is
excessive.
