Based on the info in
https://builds.apache.org/job/Derby-docs/lastSuccessfulBuild/artifact/trunk/out/ref/rrefproperdefaultfileperms.html,
it *appears* that those two apply only to the Network Server and need to be
added there.
For getProtectionDomain, I am stumped -- looks as if it should apply to both
network and embedded (as an optional permission), but I am just guessing.
We probably need to edit the title of this issue!
