The template.policy looks great, Dag -- +1. I did not look as closely at the 
server.policy (the one that is not in the docs), since I am not sure what its 
contents should be, but it looks good too.

There are a few differences in line breaks between this patch and the 
DERBY-6160 one -- those don't matter, I think. (They are lines that I shortened 
to make the content fit in the PDF, which has narrow margins.)

However, I think I will reopen DERBY-6160 to fix a few formatting 
inconsistencies in comment characters and also to remove the clause about Java 
SE 5, since that will be obsolete soon anyway and it saves us another piece of 
cleanup later.
