Yes, I had at one point moved SQLState over and it was under the "org.apache.derby.common.reference" package. I can also add a package.html explaining the intent of the package (and heck, one for the iapi.reference package as well, while I'm at it, as I don't intend to move the entire reference package over in one blow). But as I mentioned, that's for a future patch, not this one. There's enough to swallow here as it is.

Can you have a similar package name to the existing
org.apache.derby.iapi.reference. The intent of 'reference' was to
indicate only constants should be in the classes in the package, so that
the classes in the package were not added to derby.jar (to reduce
footprint). I guess a package.html should be added to
org.apache.derby.iapi.reference indicating this.
