DERBY-4035 has a better description of the current issues with the i18n tests.
It is hard to know if the original problem of a usage message is still a
problem because the output is garbled. I will pick up work on DERBY-4035 which
I think entails converting the tests and then will resolve this one once the
18n tests are passing.
