Maybe if two triggers are created short time after one another, they end up 
having the same creation timestamp. 
DataDictionaryImpl.getTriggerDescriptorsScan() builds the trigger descriptor 
list from SYSTRIGGERS using an index on (TABLEID, CREATIONTIMESTAMP). This 
index would usually return the triggers in the order of creation, but it may be 
ordered differently if there are duplicates in the CREATIONTIMESTAMP column.
