It's about time I got to this one.
I think the topics that need changing are "Granting permissions to Derby"
(http://db.apache.org/derby/docs/10.10/devguide/cdevbabejgjd.html) and "Basic
Network Server security policy"
(http://db.apache.org/derby/docs/10.10/adminguide/tadminnetservbasic.html).
I'll work on a patch.
