I'm running tests on the attached d5866-2a-utc.diff patch, which should be 
applied on top of the 1a patch.

The 2a patch makes SYSTRIGGERSRowFactory.makeRow() store the CREATIONTIMESTAMP 
in the UTC time zone, and SYSTRIGGERSRowFactory.buildDescriptor() read it as 
UTC. This seems to resolve the ambiguities around time zone changes, so that we 
don't have to lie in SYSTRIGGERS, and so that we don't have to rely on 
unspecified behaviour in the Java class libraries.
