Testing heads-up: new derbyoptionaltools.jar file

My last checkin (1583505, aka derby-590-12-aa-newJar.diff) introduced a 
new build artifact: derbyoptionaltools.jar. This new jar file holds the 
Lucene plugin. In the future it may hold other optional tools.

You will want to make sure that this jar file appears on the classpath 
used by your JUnit tests.
