The ibm public tests have now been updated to include the needed jar's and run 
all the tests including the lucene tests with the jars in the classpath.  linux 
runs are fine.  Windows runs fail with a lot of errors that I assume are the 
same being seen in the oracle runs, I have not compared line by line.  Let me 
know if I should report any in more detail, otherwise I will just wait for the 
result of your work now that you can reproduce.  Examples of errors can be 
found at (currently getting failures for both ibm16 and ibm17 
windows runs) around 60 failures and 10 errors:
