The IBM Java Runtimes and SDKs for Windows are only available with an IBM 
product.
I think it may be included for instance with the 'Development Package for 
Eclipse' at this site for which you need a registration ID: 
http://www.ibm.com/developerworks/java/jdk/eclipse/

I did not have the patience to wait for the download to complete to confirm 
this.
