The same CREATE TRIGGER statement does not fail on head of 10.10, so it looks
as if this is a regression in trunk.
The CREATE TRIGGER statement does not fail on trunk if no value has been
fetched from the sequence generator first. That is, if the "values next value
for seq" statement is commented out in the repro, CREATE TRIGGER does not raise
this error.
