(was: Oops, I think I see what you mean. You are talking about a delete 
analogue to the following statement about the update rule:

"When a value in a column of the dependent table is updated, and that value is 
part of a foreign key, NO ACTION is the implicit update rule."

So I gather it is correct to say exactly the same thing for delete --

"When a value in a column of the dependent table is deleted, and that value is 
part of a foreign key, NO ACTION is the implicit delete rule.")
