third draft of release notes for 10.11.1

I have checked in a new version of the release notes for 10.11.1:

This draft makes the following changes:
1) Adds a new feature (standard syntax for altering column nullability)

2) Removes test issues from the list of bug fixes in order to bring us 
under the 200 issue limit for JQL queries.
