Attaching derby-6720-01-aa-installOptionaltools.diff. This patch attempts to
add support for publishing the new derbyoptionaltools.jar to the maven
repositories.
I have tested this patch on the 10.12 trunk and successfully installed
derbyoptionaltools.jar in my local maven repository. I am cautiously hopeful
that this works.

A maven2/optionaltools
A maven2/optionaltools/pom.xml
M maven2/SetDerbyVersion.java
