The current count of occurrences is as follows. Most seem to be for section 
cross-references.

adminguide 31
devguide 4
getstart 0
ref 85
tools 5
tuning 28
security 0

The result is still non-working links in the PDF.

Problem seems not to be solvable with current tools.
