attaching a second version of the proposed fix.
This differs from the first one in that there now is an extra directory to
house the *lastcontents files,
java/build/org/apache/derbyBuild/lastgoodjarcontents, and that the notes have
been modified and moved towards the top of the class.
I intend to check this in shortly.
If later it is found too cumbersome to have this check always done on ant
buildjars, we can make it optional.
