The reltable appears in the ditamap file. It is a newer mechanism for doing the
cross-references that appear at the ends of topics in the HTML frames output
(versus just using the family attribute to group the subtopics of a topic).
However, it's confusing to implement and a fair amount of work. Four of the
manuals have them in varying degrees of completeness. It might be fun for
someone with time on their hands ...
I am sure you're right about the new SQL statements being grant and revoke.
I see no problem with closing the issue, maybe as Won't Fix instead of Invalid.
