Attaching derby-5466-02-ab-bindLogic.diff. This second rev of the bind logic
patch removes privilege checking for the new builtin aggregates. Everyone is
allowed to run these aggregates. This patch adds a regression test to verify
that this is true. I will run full regression tests now.
Touches the following additional file:

New test cases to verify that anyone can run var_pop(), var_samp(),
stddev_pop(), and stddev_samp().
