Attaching derby-6861-03-aa-releaseSumary.diff. This patch updates the
releaseVerification section of the release summary file which is used as an
input to the ReleaseNotesGenerator. This patch updates the location of the KEYS
file so that it points to
https://dist.apache.org/repos/dist/release/db/derby/KEYS
