As far as I know that is true at this time.

Several of those corporate build systems have been reporting failures for a 
long time.

Those systems run tests across many different operating systems, and even many 
different versions of those operating systems, and include some fairly unusual 
deployment platforms.

They also run tests using a variety of JDK versions and vendors.

So, the last time I heard details, a number of the failures seen by those 
systems are on very unusual configurations that probably wouldn't be considered 
mainstream these days (but are important to those communities).

It was for these reasons that we removed (broken) links to those systems from 
the Derby website as part of

        https://issues.apache.org/jira/browse/DERBY-6886

last spring. If you have a peek at that issue, you can find links to some 
mailing list discussions that might be useful.
