SysinfoLocaleTest constructs its own URLClassloader. Previously, only one jar
file was handed to the constructor of the URLClassLoader. Now two jar files are
passed to the constructor. It must be that URLClassloader only looks at the jar
file passed to its constructor and it does not follow the additional chain of
jar files in the MANIFEST.
