Hey Bryan,
I have committed a patch (on issue DERBY-6990) which makes it possible for me
to generate release notes, provided that I have manually prepared a list of
fixed bugs (fixedBugsList.txt). Instructions for preparing that list can be
found at https://wiki.apache.org/db-derby/FixedBugsList
It's not an ideal solution, but hopefully it will get you unstuck. Let me know
if the instructions are unclear or if the process is still broken.
