heads-up: testing of release machinery

Over the next couple days, I expect that I will work on DERBY-7020, 
adjusting the release machinery to account for the modularization 
changes introduced by DERBY-6945. Although I will try to run the debug 
machinery in debug-mode, it is likely that I will generate some checkin 
noise. Do not be alarmed.
