You are not the first person to be upset by this disruptive change. The JDBC 
drivers moved into derbytools.jar when Derby was re-aligned into a set of 
disjoint JPMS modules. For the details of this effort, please see 
https://issues.apache.org/jira/browse/DERBY-6945 We introduced JPMS modules in 
release 10.15: http://db.apache.org/derby/releases/release-10.15.1.3.html

We updated many sections of the documentation in order to account for the 
relocation of the JDBC drivers. Could you point us at the sections we missed 
which you have noticed still need to be updated?
