By voting -1 on any further checkins. Committers have to abide by your
veto until your technical concern is lifted.

E.g. (this is just an example, I'm not puting any veto in place)

-1 on all further trunk checkins until derbyall has no failures on jdk14
on Windows. Checkins that resolve the current test failures are permitted.
