This is not completely correct.
ReEncodedInputStream.java.modifiedForLongRun does not create decoded
buffer for each time when reEncode was created.
However, encocded buffer is created for each time as before.
To escape creating encoded buffer for each time, I think DERBY-760 is
needed to be done.
