I'll commit this patch tomorrow.  I would appreciate a quick review from 
whomever is available.
Even though the bug is marked  zOS it is a generic issue that affects any jvm 
where the  default jvm encoding for the characters in TIME/TIMESTAMP/DATE  do 
not match network server.
