BOOLEAN Type allows illegal casts and comparisons according to SQL Spec

The BOOLEAN type, implemented with DERBY-499,  will allow illegal casts and 
comparisons.  Issues surrounding this have also been discussed in DERBY-887.

The casts and comparisons for BOOLEAN need to be brought into line with the 
standard or the BOOLEAN work backed out, before 10.2.  The developer working on 
this issue has indicated that he does not plan to complete the BOOLEAN work for 
10.2

There is other outstanding work associated with BOOLEAN  and I don't know 
whether that is a showstopper or not, but at least the casts and comparisons 
are.  See discussion in DERBY-499.
