I wonder whether the problem might possibly be on the RunTest side, instead.

 

Thanks Bryan for continuing to investigate this issue. 

It is possible that the problem could be on the RunTest side too. Maybe 
you have already tried this -  to run the test without the test harness 
but instead as a standalone program and see if this problem still 
reproduces (?)
