If you can't do a permanent link to a filter, then let's keep it as it is...

Except I don't think you can't get a permanent link to a saved JIRA filter.
The question I have, is how hard it is to convert bugs with Newcomer
component to bugs with the Newcomer checkbox...
That part is easy, with the bulk change operation.
