Yes, absolutely, please list any ideas you think have value, even if
there is no mentor. Perhaps a mentor will volunteer. Also, these ideas
will have value beyond the Summer of Code and could be picked up by some
other motivated student or newcomer. It could become an intern project
or a university project. So please, go for it!
What we actually submit to the ASF Summer of Code Wiki, however, needs
to be a project that makes sense for Summer of Code and needs to have a
committer who has volunteered to mentor.

I have an idea but am not qualified to mentor the project other than
providing input on the design. Should I list the idea anyway without a
mentor? The idea (no surprise to anyone who knows me) is to create a
light-weight GUI tool along the lines of the old Cloudview tool. Any
code mentors / UI developers want to sign-up for that?
