I am thinking along slightly different lines. The restart processing is doing 
some cleanup and reloading the driver. Should'nt we wait for the reload to 
happen before we start working on the new session which comes in? In that case, 
we will need some logic to check if a restart is in progress before we add a 
new thread/session to the lists.

Or do we expect the driver to be reloaded by the time the new thread/session 
gets ready to do the real work?
