I couldn't find if it was discussed before or if it is already being used, but
there are programs
like Artistic Style (http://astyle.sourceforge.net/
http://sourceforge.net/projects/astyle/) that
are Free, Fast and Small Automatic Formatter for Java Source Code.
This program could be used with some defined style options to properly format
the code before
committing the changes. Also, all existing source code could be processed by
Astyle to become
standardized before using Astyle when submitting the patches.
It would give freedom to code and a standard to commit.
