Some motivation is to make the license clear for anyone who wants to copy a given file; see [3]. Formal issues addressed, including an unofficial copy of the ASF Board resolution, is in [4]. The source file header policy does not apply to the web site (at least not yet) [5], and I don't believe it applies to the copyright notice page in our docs. I believe we can go ahead and update those per the instructions in [6].
