include ConcurrencyTest into a suite

The test jdbcapi/ConcurrencyTest.junit is currently not included in any suites.
Also, a number of testcases are not enabled in that test, which depend on SUR.
These testcases can be enabled. The test should also set some properties to
reduce lock timeout, so that it runs faster.
