The current headers have ASF copyright notices, e.g.:

Copyright 1997, 2004 The Apache Software Foundation or its licensors, as 
applicable.

There is no mention of the COPYRIGHT file in the header policy that was posted. 
Is this an oversight or intentional? In light of the previous resolution to 
this issue, I think the copyright notices in COPYRIGHT should remain there 
until we can get clarification that moving them to NOTICES is the right thing 
to do.
