A Derby product regression that  is a bug that hopefully will be fixed.

Existing Application Impact

Any change intentional or otherwise that might affect existing applications, including bug fixes that have a resonable potential to impact applications negatively. A user could query before upgrading to find out what issues might affect their applications, be it regression or intentional. All regressions have Existing Application Impact but not all issues with Existing Application Impact are Regressions.
Example DERBY-721

Pehaps a clearer approach would have been for Existing Application Impact to be "Intentional Behavior Change" so there is not the overlap.
