I believe this was caused by changes to the IJ implementation in connection
with DERBY-1609, and that it was fixed with revision 427801:

DERBY-1609 (partial) Fix wisconsin.java test by initializing the
connections for the utilMain object.
Once wisconsin.java moves to using the new runScript the initConnections
method will not be required
by this test and can return to being packahe protected.
