I believe it has been discussed that the intent with the patch available 
checkbox is that once the patch has been applied, or if the patch is withdrawn 
from consideration, the patch available checkbox is unselected to indicate that 
there is no longer a patch with review pending for this issue.

Now that its got my attention, I'll go through and check the state of the 
checkbox for other closed issues.
