Jar would be used for Derby's compilation only, no representation that the
classes were a conformant implementation of JSR 169.
Need to check legal status of Harmony contribution since it is in the incubator
Need to check any issues around JSR 169 implementations.
Would ease getting started on derby nd ensure these classes are easy to build.
